This organization sets the criteria for the quality of appraisals that are performed in Marion and De Kalb counties. If it is, then you can pursue it by following the steps listed in the Article 12 of the NACA Constitution. After completion of the education portion of the program you will be deemed a CPA if you pass the written portion of the examination. The last requirement that a Marion County property appraiser must have in order to re-certify is completion of an in depth financial analysis that was prepared by them. This analysis will include a comparison of the market value of the residential and commercial properties within the county in question, along with an assessment of the future tax revenues that are predicted for those properties. In order for the homestead exemption to be valid, the analysis must be a properly prepared and supported item. Failure to meet this requirement results in a review of the appraiser by the county court.

Once the full set of requirements has been met, the appraiser will file an application with the county circuit court. The re-certification request must be accompanied by the certificate of title or other legal evidence that the property is owned by the county. On receipt of the application the court will conduct an actual evaluation of the property. If the court finds the property's appraised value to be in error, it will make a corrected announcement and resubmit the certificate of title. If the error is not corrected then the certificate of title will be canceled and a new one will be filed with the county recorder's office.

If the re-certification request is denied by the circuit court, the case will be referred back to the county board of Trustees for further proceedings. The board will again conduct an appraisal of the property and again make an announcement if it finds the value of the property to be in error. If it is again unable to find an error in the value of the property, then the certificate of title will be canceled and a new one will be filed with the recorder's office. This process will continue until the property is re-estimated at a fair market price.
