Meet Sharhonda Roberts, Professional Appraisal Assistant for Polk County, Florida. Marsha Faux, a professional and certified real estate appraiser from New York, is serving as the newly-appointed Appraisal Manager for the upcoming fiscal year. Previously, Marsha was the Appraisal Manager for the entirety of 2021. Prior, to that she served as the appraiser for the city of Bartow. Prior to coming to Polk County, Marsha held various positions in the appraisal department of the New York City Department of Appraisers.

 

A vacancy in a similar role as Marsha is the case of Jane Parks, a certified public accountant from Sarasota, Florida. Parks served as the Appraisal Manager for the city of Panama City for the past two years. In that position, she was responsible for overseeing all appraisals and market values throughout the County, as well as performing duties within the audit department. Prior to moving to Panama City, Parks was an adjunct professor at the University of South Florida where she served as a Public Accountant. Prior to becoming an appraiser in Florida, Parks served as a payroll clerk with the Internal Revenue Service in Fort Lauderdale, Florida.

polk county property appraiser Marsha Faux has been named to take over the newly created position of Appraisal Manager for the upcoming tax year beginning January 1st. Parks will remain in her current position of Appraisal Manager, while Faux takes over the Appraisal Management position left behind by Parks. As per the terms of a county contract, Faux is required to take over Parks' duties immediately. She will oversee all property appraisals throughout the county and perform all appraisals on properties located outside of Panama City. Faux is also expected to be involved in resolving any conflicts or questions between the owners of commercial or residential properties and their agents or lenders.

Two other new appointments have been made to the Appraisal Management Company for the upcoming year; Corinne Wilson as Appraisal Manager, and Kenneth Pollack as Assistant Property Appraising Attorney. Corinne Wilson will serve as the company's Appraisal Manager and Kenneth Pollack will be appointed as the company's Assistant Property Appraising Attorney. Both are expected to succeed immediately upon taking their positions. The Appraisal Management Company is now expected to complete its two-year term by the end of July.

In 2021, Corinne Wilson served as the county property appraiser for the entire two years of the audit conducted from December of 2021 until March of 2021. During this time, she was responsible for analyzing the audit data and performing all of the necessary repairs and updates in accordance with the code. Her final report was filed on the final day of the year, and she shared it with the audit committee and the Office of the Controller. Through the process, she was able to make recommendations that resulted in several changes that led to an overall increase in the real property tax estimate for the county.

One such recommendation involved lowering the homestead exemption for homestead properties. Previously, the homestead exemption was set at a value of two times the actual selling price of the home. However, as Corinne Wilson reviewed the audit data and reviewed the property appraisals that had previously been performed, she decided that the two-times-the-selling-price rule was too restrictive. To resolve this issue, she suggested that the homestead exemption for a certain percentage of the assessed value of a home be removed, which resulted in an increased homestead exemption amount for the owner of the property.

 

Another recommendation came from the Appraisal Management Company. In January of 2021, the PCA presented its recommendations to the Appraisal Management Association of Appraisal Services, or AMAS, which is in charge of reviewing and approving the appraisals that come from the Polk County Property Appraiser, or PCA. In the recommendation, PCA suggested amending the existing homestead exemptions to exclude physical improvements that are only part of the home and do not increase the overall value of the property. The new amendment will affect the value of the house as if it were an installment rather than a single detached dwelling. Because these amendments would not significantly affect the appraised value of the house, however, the Appraisal Management Association recommended against removing the homestead exemptions.
